ICE to Issue Solicitation for App Development Contract in January

Immigration and Customs Enforcement plans to outsource the development and maintenance of new and existing  applications in a new center of excellence in January.

ICE’s Scalable Initiate Flexible Tasks program is aimed at supporting the development of platform-as-a-service, hyperautomation, visualization and collaborative services applications, FedScoop reported Tuesday.

The PaaS segment covers ServiceNow and Dynamics systems and is improving the user experience.

For hyperautomation, the agency wants to combine robotic process automation and machine learning techniques to automate processes such as the identification of future staffing needs. ICE currently uses UiPath and Power Automate solutions for robotic process automation.

The visualization domain is focused on the development of a mobile app connected to services like Tableau, Qlik PowerBI. ICE hopes to deploy a product by the third quarter of fiscal year 2022.

Collaborative services will support SharePoint, ICE .gov and a digitized process for customer initiation, FedScoop reported.

ICE plans to award two contracts in each category. The hyperautomation and visualization categories will be set aside for small businesses, while the other two will see full and open competition. The agency said it will dictate specific requirements at the task order level.

The contractor will be responsible for scheduling activities such as management, product assurance, design, change orders, testing, certification, deployment, operations and maintenance, reviews, releases, milestones and decision points, according to ICE’s performance work statement.

Individual vendors may win work in more than one category by submitting proposals for each. ICE plans to release a solicitation in mid-January 2022, according to a notice posted on SAM .gov.
