John Tenaglia

Mr. Tenaglia was appointed as the Head of the Contracting Activity (HCA) for the Defense Health Agency (DHA) on August 7, 2017. Prior to his current assignment, Mr. Tenaglia served as the Deputy Director for Contract Policy and International Contracting in the Office of the Under Secretary of Defense (OUSD) for Acquisition, Technology and Logistics (AT&L), Defense Procurement and Acquisition Policy (DPAP). In that role, Mr. Tenaglia was responsible for developing and improving innovative procurement policies for the Department of Defense by advancing the most efficient means to acquire supplies and services for the nation’s warfighters.
Mr. Tenaglia was commissioned in the Air Force in 1988 and retired from active duty in 2008. His Air Force tours of duty include: Minot Air Force Base as an ICBM Missile Combat Crew Member, Instructor, and Evaluator; Honeywell Space Systems Division as an Education with Industry student; Wright-Patterson Air Force Base as a Contracts Manager and Executive Officer to the Director of Contracting for Aeronautical Systems Center; the National Reconnaissance Office as a Contracting Officer and Contracting Policy Staff Officer; Keesler Air Force Base as Commander of the 81st Contracting Squadron; the Office of the Assistant Secretary of the Air Force for Acquisition (Contracting), Pentagon, as a Contracting Staff Officer; the Office of the Secretary of the Air Force, Office of Legislative Liaison, Pentagon, as a Legislative Liaison; and the Office of the Assistant Secretary of Defense for Legislative Affairs, as a Special Assistant for Legislative Affairs. Following his retirement from active duty, Mr. Tenaglia served as a Senior Procurement Analyst in DPAP where he developed various procurement policy and oversaw the OSD Peer Review program.
Mr. Tenaglia earned a Bachelor of Arts degree in Political Science at the University of South Florida in Tampa, Florida. He earned a Master of Science degree in Health Services Administration from Central Michigan University and a Juris Doctor (JD) degree from Catholic University’s Columbus School of Law. He has been admitted to practice law in the Commonwealth of Virginia since 2012. He is a member of the Senior Executive Service.
