U.S. Fleet Cyber Command/10th Fleet
Mr. Matthew Swartz serves as the Executive Director and Command Information Officer (ED/CIO) for U.S. Fleet Cyber Command. Mr. Swartz assumed these duties in August 2015. In this capacity, Mr. Swartz reports directly to the U.S. Fleet Cyber Command/10th Fleet Commander, and he serves as the senior civilian as well as the senior information management, information technology and cyber security official for FCC/C10F.
From August 2014 through August 2015, Mr. Swartz served as the lead for the Chief of Naval Operations and the Assistant Secretary of the Navy for Research, Development and Acquisition endorsed Department of the Navy Task Force Cyber Awakening, which was chartered to promote and extend the Navy's approach and response to cyber security beyond traditional information technology to combat systems, control systems, and other information systems. Mr. Swartz managed this enterprise-wide cross organization workforce to develop a prioritized cyber resiliency plan, the CYBERSAFE program, which focused on assuring the survivability of critical mission capabilities, and the stand-up of an enduring organization and assessment framework to respond to this new operating condition and warfighting domain.
In January 2012, Mr. Swartz was selected for appointment to the Senior Executive Service (SES) with assignment as the Director, Communications and Networks Division for the Deputy Chief of Naval Operations for Information Dominance. The Communications and Networks Directorate provides oversight and resource sponsorship for Navy afloat and ashore networks and communication systems, information assurance and cyber security, terminals and infrastructure, and management of the electromagnetic spectrum. Prior to his appointment to SES, Mr. Swartz served in various positions to include Deputy Director, Logistics Planning and Innovation for the Deputy Chief of Naval Operations for Fleet Readiness and Logistics and as Enterprise Initiatives Branch Head for the Deputy Chief of Naval Operations for Communication Networks. Prior to government service, Mr. Swartz served in executive and senior leadership roles in the commercial industry at both technology start-up companies and Fortune 500 companies focused on emerging technologies and management and technology consulting services.
Mr. Swartz holds a bachelor's degree from Mary Washington College and master's of science degrees from the University of Virginia and the Industrial College of the Armed Forces (ICAF),
National Defense University.
