Paul Siegrist joined Leidos in December 2021. He serves in the Defense Group as Vice President for Maritime Systems Business Development and Strategy. A retired nuclear submariner, his 27 years of active duty included both attack and ballistic missile nuclear submarines and shore assignments in intelligence, requirements, acquisition, congressional liaison, and program management (including major shore command).

A 1983 Naval Academy distinguished graduate majoring in Political Science (Soviet Studies), Paul completed nuclear propulsion training and served at sea aboard the fast attack submarines USS MINNEAPOLIS-SAINT PAUL (SSN 708), USS JACKSONVILLE (SSN 699), and USS ALEXANDRIA (SSN 757), making multiple deployments.

Shore assignments included the staffs of the Deputy Chief of Naval Operations (Politico-Military Plans and Policy) and the Deputy Chief of Naval Operations for Submarine Warfare, and the Defense Intelligence Agency as Chief of an office directly supporting the Joint Requirements Oversight Council. He graduated with distinction from Naval Postgraduate School, Monterey, California, earning a Master of Science in National Security Affairs (Scientific and Technical Intelligence). His Master’s Thesis received the U.S. Naval Institute Award for its contribution to strategic maritime concepts.

CAPT Siegrist commanded the USS WEST VIRGINIA (SSBN 736) (Gold) over four strategic nuclear deterrent patrols. During his tour, he received the Naval Submarine League’s Rear Admiral Jack N. Darby Award for Inspirational Leadership and Excellence in Command.

Following command, Paul served as the Secretary of the Navy’s Legislative Affairs Submarine and Strategic Programs Liaison, responsible for Navy’s congressional engagement on submarine, naval nuclear propulsion, and strategic weapons issues. In June 2005 CAPT Siegrist joined the Navy Acquisition Corps, serving as Assistant Program Manager for Unmanned Undersea Vehicles (PMS 403) and Deputy Program Manager for Submarine Combat and Weapon Control Systems (PMS 425). In June 2007, he relieved as the Major Program Manager for Unmanned Maritime Vehicle Systems (PMS 403) responsible for unmanned undersea and surface systems.

Retiring from active duty in July 2010, Paul entered Navy civilian service on the Chief of Naval Operations' N2N6 ISR Capabilities/Battlespace Awareness staff, first as Director's Subject Matter Expert and subsequently as Deputy Director. Specializing in unmanned maritime systems, he assisted the Director in managing all Navy manned and unmanned Intelligence, Surveillance, and Reconnaissance systems from seabed to the edge of space.

Paul left government service in December 2015 to serve as the Undersea Initiatives Lead for Raytheon Intelligence, Information and Services, working across the company to provide integrated undersea capability to the Navy. From May 2017 to November 2021, he served as The Boeing Company’s customer relations and business capture lead for Extra Large Unmanned Undersea Systems before becoming Director of Business Development for the broader Maritime Undersea systems portfolio.

Over the course of his naval service, CAPT Siegrist was awarded the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Navy Civilian Meritorious Service Medal, Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (three awards), and various other personal, campaign and unit awards. A graduate of Massachusetts Institute of Technology’s Mechanical Engineering Department Submarine Design Course, he is certified in Defense Acquisition Program Management (Level III) and attended in-residence professional education at University of Virginia's Darden Business School and University of North Carolina's Keenan-Flagler Business School. He has published articles addressing U.S. and Soviet/Russian submarine and Unmanned Undersea Vehicle issues in the U.S. Naval Institute Proceedings, Submarine Review, and Jane’s Soviet Intelligence Review. He formerly served on the Board of Directors for the Bob Feller Act of Valor Foundation.
